The 1998 annual report (not sent to all members) shows that the number of bureaucrats increased from 249 to 263, an increase of 26. This is the second successive year that the bureucrats have increased by more than 10% per annum.

The leadership has been used to picking the members pockets, but now it does not even bother sending full accounts. Instead, the members receive sanitised 'summary' accounts.
