Elections to Council 2000

I refer to your fax of 15 February 2000.

In accordance with bye-law 27, Council is responsible for ensuring that elections are conducted fairly and in accordance with the bye-laws.  It has for many years adopted and enforced a rule that election addresses should be limited to 180 words.  Some limit on the number of words is essential to ensure that the election process is fair as between individual candidates and feasible where there are large numbers of candidates standing.

Some years ago a candidate for the International Assembly sought to include a reference to a web site in his election address and, with the benefit of legal advice, it was concluded that such a reference would constitute an effective breach of the 180 word rule; it was therefore not allowed.  That approach has subsequently been applied to elections to Council.
