ACCA members are not allowed to directly elect officeholders. Instead, the Mafia ruling the Association selects them. The official rhetoric is that council members elect officeholders. But ACCA has failed to give members a sight of any alleged ballot paper. The officeholders magically appear!!

The ruling elite has decided that Douglas Kerr is to be its Vice-President. Unless, the ruling elite takes a dislike to him he would automatically become President in three years time, without ever seeking any mandate from ACCA members. No doubt, the ruling elite would expect favours in return - in the shape of delegated proxy votes to keep them on the council. None of this empowers members or gives them control of the Association.
